This graffiti is on an embankment that faces 12th Street between Jersey Ave. and Coles St. in Jersey City. It's quite faded. I don't know how old it is, but I assume that it was done during the 1980s, when Pac Man was current:
The dash of orange, of course, seems quite recent.
