We need a more balanced approach to developing and deploying AI

On the whole US AI developers want to move as fast as possible while the public is increasingly skeptical and opposed. The Chinese are more cautious and want to develop AI while preserving social stability thus the Chinese public are more optimistic about AI than Americans.

Dismissing A.I. entirely would be a mistake. The technology can help diagnose diseases, predict protein folding, improve farming, forecast disasters better, design new materials, accelerate scientific and drug discovery and power robots in dangerous environments to improve human safety (such as in space, firefighting and minefields).

Yet how technology spreads is never inevitable. If A.I. is viewed as benefiting the few at the expense of the majority, then the public will rage against the machine. And A.I. won’t be able to make our lives better in the long run if it cannot survive in the short term. The real challenge, then, isn’t whether the United States or China will build an overwhelming, insurmountable advantage over the other. It’s whether either can figure out how to realize the benefits of A.I. without ripping apart its social fabric. Neither has found the answer yet.

Silicon Valley tech executives and policymakers across the country are waking up to that fact. States have introduced dozens of bills this year to put safety and privacy guardrails around A.I. The Trump administration issued a new executive order that seeks to give the government more oversight over new models before they’re released to the public. [...]

To get to the other end of the tightrope, we need radical and incremental solutions alike. Here’s one to start: a populist A.I. agenda that treats the technology as a public project. Just as NASA made space a national mission rather than a private one, the government should now do the same for A.I. to ensure that its benefits reach the public, not just the companies building it. Here are some concrete ways to do that:

One, treat some A.I. profits as a shared resource and distribute them directly to citizens. This can be in the form of a sovereign wealth fund, seeded by contributions from A.I. companies in the form of stock or cash. [...]

Two, support public-interest A.I. models that the private sector might not be incentivized to build. Examples include models to help citizens navigate government services and benefits, to help them gain legal aid or to help educate their children. We strongly believe in the importance of open-source A.I., which anyone can freely use and modify. [...]

Three, regulate one area that attracts bipartisan agreement: the way children and teens interact with A.I.

    The college wage premium, that is, the increased earnings associated with having a college degree as opposed to only being a high school graduate, hasn’t changed at all in the past 25 years, because median real wages have been flat as a pancake for everybody, no matter what their formal education level, for the past quarter century.

    Eric Schmidt, the ex-CEO of Google, recently gave a commencement speech in which he heralded the coming of AI — and was loudly booed by the students. This was not an outlier. There have been a number of similar incidents lately, evidence that many people now really hate AI.

    Are we talking about a vocal but unrepresentative minority? No. A recent Pew survey found that American adults believe by a wide margin that AI will be negative for society and, by a smaller margin, that it will be bad for them personally:
    Krugman goes on to pose a number of reasons for this PR fiasco. Firstbecause:
    we fear that AI will do terrible things because the companies selling it told us it would do terrible things. Last year, for example, Anthropic CEO Darius Amodei declared in an interview with Axios that AI could wipe out half of entry-level white-collar jobs and drive overall unemployment as high as 20 percent within 1 to 5 years.

    "A new study challenges the familiar idea that the brain evolved by stacking rational systems on top of primitive emotional ones.
    A familiar dilemma sits behind countless choices: follow the careful reasoning in your head, or trust the feeling in your gut. Popular culture often turns that tension into a simple story about two brains at odds, with a rational human layer supposedly sitting on top of an older “lizard brain” built for instinct.
    Brain evolution is far stranger than that. The evidence does not point to a neat stack of old parts and new parts, or to a clean divide between emotion and logic. Research published in Science Advances suggests that the deeper story is about wiring, space, and tradeoffs.
    “There was a theory proposed in the ‘50s that the brain evolved in layers starting with basic bodily functions, to emotions in the reptilian brain, leading up to sophisticated reasoning in humans,” explains Nabil Imam, an assistant professor in the School of Computational Science and Engineering and a faculty member with Georgia Tech’s Institute for Neuroscience, Neurotechnology, and Society (INNS). “This is not how an evolutionary biologist would think about the problem.”
    Imam’s team studied the architecture of biological brains and artificial brains to understand how different brain systems change together across species. The answer points to a kind of evolutionary balancing act. The brain has limited space and energy, so it cannot expand every system equally. Instead, evolution appears to shift resources between two broad wiring strategies that are already taking shape before birth.
